Mike Flowers leads Enigma’s analytics program and platform development. Prior to joining Enigma, Flowers served as New York City’s first Chief Analytics Officer and Chief Open Platform Officer under Mayor Michael Bloomberg. During his tenure he founded the Mayor’s Office of Data Analytics (MODA), a groundbreaking initiative in the use of public data focused on optimizing operations across more than 40 city agencies and $70 billion in annual budget. In addition, Flowers designed and oversaw the implementation of NYC DataBridge, a citywide analytics platform that enabled the sharing and analysis of city data both across agencies and with the public.Prior to joining the Bloomberg Administration, Flowers served as Counsel to the U.S. Senate Permanent Subcommittee on Investigations and as Deputy Director of the Department of Justice’s Regime Crimes Liaison’s Office in Baghdad.
